The City of Girard is the County Seat of Crawford County, at the intersection of Highways 7 and 47. Downtown Girard is built around a traditional and historic courthouse square.
The community was founded in February 1868, when Dr. Charles Strong selected the geographic center of Girard as the place to shoot a deer and declared that spot the new town, named after his hometown in Pennsylvania.

The Girard Public Library exists to provide a professionally selected and well-organized collection of books and multi-media materials for the residents of the community and surrounding area in their pursuit of knowledge, information, education, research, and recreation in such a manner to enrich the quality of life of its citizens. Access to collection will be assured through a well-trained and courteous staff, an adequate facility, and appropriate outreach services. The library shall endeavor to cooperate with appropriate local, state, and federal agencies and shall be done in a fiscally responsible manner. The Girard Public Library has over 35,000 books, videos, DVDs/Blu-Rays, audiobooks, CD music, computer software/games, and 62 magazines available for checkout.
